This feature existed in Mount & Blade: Warband - Viking Conquest. It was excellent. Reduced troop upkeep iirc. I used one to amass enough men to start my own kingdom in Cornwall. You could also build a dock and keep a ship there iirc. I'm missing that feature for similar reasons. It would be nice to keep elite troops stored up.
It's possible to be the wrong culture and own a town, but it's much easier if you only accept fiefs of your own culture. So basically each tree will have at least a few perks that go towards settlements such as “governed settlement gains 1+ militia per day” or along the lines of that, I’m wondering that if I have multiple settlements will they all get the perk buffs, or would it only be used for one settlement I choose to govern?
The first thing you need to do is level up your clan by acquiring renown. At rank 3 (Or maybe 2 I forget) you are eligible to become a vassal for one of the factions. Then you simply need to politic your way into being given lands from the faction leader (or the council if they vote on it)

You need a settlement with Imperial culture. i.e. any of the settlements that an Empire faction had at the start of the game. Basically you are making your own Imperial faction with the goal of uniting all the former Imperial lands under your banner. 1.

Of you have clan members with their own parties, and set to defensive, they can often roam around and resolve issues. Bring then into an army and disband them around the settlement. Late game issues are horrid. Fuckers want 175 Sumpter horses or 31 tools or want you to deliver 300 sheep.
